I have numerous friends who have purchased boats in Canada and have never been checked by anyone for Ad Measure. I have been boarded by USCG numerous times and they have never asked me to see my Ad Measure. What's the deal? Is the Jones Act just an ancient remnant that is still used to pad some Ad Measure Surveyor's pockets?

I'm about to bring a boat out of B.C., I'm not going to bother with an ad measure job, I don't know if it's a scam, but it looks to me like a waste of time and money. If you ask a broker they will tell you it's necessary, for what I'm not sure.
I spent around $1500 to get my done. No one ever asked for it and there's no database that was checked... so it was pointless in that I could have gotten by without it. But, I don't know what would happen if you get caught without one.
The Jones Act is why you need ad measured, these are the regulations that state any foreign built vessel larger then 5Net tons may not be used in commerce in US waters.
Just remember that the Jones Act that regulates marine law is federal not state so if you get caught be prepared to face the US court system.
You my not be checked now but in past years this has been an issue.
