I have heard rumors of additional requirements from the Fed coming down the pipe. Does anyone have details on homeland security(USCG) requirements for commercial fishers in 2008 in Alaska?

Can you be more specific about these rumors? We have been fighting Vessel Monitoring System (and similar technology) requirements on smaller vessels for quite some time now. The NPFMC (Council) postponed that decision, but I'm certain its not over, particularly in light of NMFS budget cuts and additional stresses on the USCG resources. I did have a lively discussion just last week with one of the lead USCG VMS advocates. Many in USCG are supportive of VMS.
I am not aware of any specific new 'Homeland Security' requirements for the 2008 season, but if anyone has any new information, please get in touch and I'll see what I can find out.

Talking to guys down here on the ore. coast that are installing vms systems and being reimbursed for them if they do it within a certain time(over 3k).I contacted vms to see if we were on the radar screen yet and guess we're on hold for now.Wanted to know when we have to start worrying so I could get started toward reimbursment.Guess were ok for a while yet.

The NPFMC is taking up an action to look at the requirement for VMS in the dinglebar fishery. Requiring VMS on a broader scale is off the radar screen of the NPFMC at this time but it will eventually pop back up. Reimbursement programs for VMS is only if you are participating in a fishery that requires the use of VMS.
Additional requirements due to Homeland Security does not have to do with VMS - the only requirment I have heard about is the TWIC (Transportation Worker Identification Cards) cards if you have CG licenses such as a 6-pack or 100 ton license.
The Coast Guard REauthorization Act if passed in its current form would have a lot of new requirments for commercial fishing boats but there are efforts to have these measures pulled from the bill.
