I was reading Pacific Fishing online and clicked on an article about mandatory inspections being delayed til 2015. And the article had a link to a Coast Guard required safety equipment check list "generator". And I filled it out for distances out to 12 miles. And the Coast Guard interactive form says I need a "buoyant apparatus", but not a life raft. So, did I fill out an obsolete form? (Doesn't seem like Coast Guard would let that happen.) Or were there more provisions in the bill that delayed the mandatory inspections until 2015 that haven't been mentioned yet? (Did they postpone the life raft requirement as well?)

Double check the form for documented or undocumented vessels. Different regs.

I did an AMSEA drill conductor class last weekend and a brochure that the teacher gave me before the class said the life raft reg is already in effect! But the laws are very hard to understand it seems like everywhere you look or who you talk to you say something different.

Documented and undocumented vessels have to comply with the same Coast Guard Code of Regulations for safety. The regs change the farther out from shore you fish and how big a vessel you are in. Life rafts, flares and communication devices change as you go out among others. If you fish beyond the 3mile limit you have to "demonstrate" that you are in compliance for the waters you are in. The inspection sticker is "demonstration" and is now mandatory (Oct 16 2012)in those waters. A lot of the 50 fathom line off of Baranof,Chichagof and Kruzof is out there. Inside that line I am not sure about whether it is mandatory to demonstrate compliance (by sticker) or not but I am sure it soon will be.

Inspections were mandatory for a short time. They are currently recommended. And they're free.
