I had an ex coastie who is now a lawyer tell me that it is illiegal for any boat who is not a federal documented boat to fish outside the 3 mile line. So is that saying all trollers or longliners or whatever who only have AK numbers cant? I seem to know a couple guys who used to routinely fish the Fairweather Grounds and I am pretty sure I remember seeing just AK numbers on the boat?

That doesn't make sense to me. My boat is AK registered and I also added a Federal Fisheries Permit for the Gulf of Alaska hook and line without problems. Why would FFP's be available to AK registered boats if they weren't allowed to fish outside 3 miles? At any rate, I'm going to call the Coasties and find out.

I also understand there may be a push to have the feds regulate troll fisheries outside three miles.. It would be the final nail in the trollers coffin.

Reason I inquired to the Lawyer was I purchased a Canadian Troller and went through all the admeasure process and afterwards I was told by the Lawyer that since my boat was only AK registered it can not be a Documented Vessel and therefore I can only fish inside the 3 mile Line. He wasnt 100% sure but said he was 90% sure.

The Feds, North Pacific Fishery Management Council, has a Fisheries Management Plan (FMP )for trolling in Federal Waters south of Cape Suckling within 200 miles. For years they just delegate the management of these Federal waters to the State of Alaska. I believe if you have an Alaska troll permit and the season is open you can troll the Federal waters south of Cape Suckling without additional permits.
However if you use this information and really land on them in Federal waters you are morally bound to call me ASAP.

If one looks at the permit applications, it says boat discription, in that area it asks for either doucmatation number and or state numbers. There is also a big push on for vessel inspections, talking to the head CG inspector out of NO, in La, about this subject although, the orginal questions were about the new build regluations. of under 50 and over 50 ft. including the epa and their different engine requirments.
To boil it down in simple words, depending on how far out your fishing, with either a state and or federal permit, you must have on board the required safety gear.

Neets is unlikely to open for summer chum trolling again due to the troll harvest in Behm Canal. I am unlikely to go down for the spring Chinook or fall coho. If the Bay does open again for summer chum it is likely to be only part of the outer bay and the effort will be more than I like to fish in.
I am not in a good mood tonite. One fish in two days. The only consolation is that he was a really nice one.
What is with this October weather in May? I am glad I have enough of a science education to understand we are creating "global climate change" not necessarily "global warming". I am eager for some warming, I am tired of cold wind. It snowed on me yesterday.
