The US fish and wildlife built crescent island just a few miles below the confluence of the Snake River to mitigate lost breeding grounds for Caspian Terns. In the year 2000 an estimated 450,000 smolts were consumed. Fewer birds are there now but it seems birds have more friends in higher places. The link tells an even worse tale.
