Hi, I am trying to let as many trollers as possible know about some money trollers will be getting from the state to compensate for loss of income from reduction of treaty fish. We are getting $1.5M for the troll fleet.
ADF&G will be sending out a form by mid December to all trollers that actively fished and caught at least 1 king salmon during the summer of 2009. The form will be mailed to the address on file and will be sent by regular mail. From the time the forms are mailed, we will have 60 days for the application to be back in their office.
The amount of compensation is based on net poundage on fish tickets, and calculated round weight equivalent pounds. I think that is to keep ice boats and freezer boats equal for the payout. For guys that sold co-op, it would be easy to look at the final settlement sheet for 2009 and add the kings sold during the summer. That sheet should be in your tax return ready to be filed for this year. There are many fishermen that are or will be out the state or country, so if that pertains to you make sure you have someone open up the letter from ADF&G and get hold of you. You can look at the blank application when it is ready on line at commerce.alaska.gov/dca and hit “chinook salmon direct distribution regulations affecting southeast Alaska.” You may now go to the site and look at Notice of proposed reg. and the proposed reg. Make sure you have all the info. the state wants. That stuff is listed on the site. I guess if whoever checks mail could open up the form, could scan it and send the application via e-mail so you could at least look at it to see if the facts are right, and then you could print it out and mail it. Any questions could be directed to Kathy Atkinson who wrote the statute in Anchorage, and ADF&G. You can not file on line. The form has to be mailed to them.

There are actually three parts to the program, all based on 2009 - the first year of the latest treaty cut - this was laid out in ATA's spring newsletter (the green one if it's still in your mail piles out there). That newsletter went to all but the newest permit holders (sorry newbies, I haven't had time to input the newest list into my database yet). If you are in AK, many of the processors probably still have copies. If you aren't getting a newsletter, and would like to, send a personal message with contact info and I'll make sure you're on the list proper.
As soon as the mitigation applications are out, I'll post the info on this site. Ideas welcome for the next round. Meetings begin soon and ATA is already discussing options.
FYI, I'm on personal leave for a few days and only checking mail and whatnot once in awhile. If anyone tries posting to me on here, you might also send a personal message, as I might see it sooner. Will respond ASAP.

I made a huge mistake in posting the above with out giving recognition to Kathy Warm and ATA for authoring above post. I was just trying to spread the word.
I envy you guys in the USA,here in Canada us westcoast trollers (area g)have to take our government to court to get access to the salmon treaty mitigation money allocated by your country($30m).it seems our gov in ottawa has the big idea of using the mitigation money only for a buy-back,lowest bids accepted.not only that the other sectors of fishing ,northern trollers,sporties(!) have their hands out for it as well! :|

I just got my letter and did a quick double check. They had two deliveries for one fish ticket for some reason but after I added the pounds up it came to the same. So, it looks like even though their list was different than mine the total pounds came out the same.
Good idea to double check the figures.
Does anyone know what the per pound settlement will be?

I had some thoughts on the mitigation money sharing.
I am thinking that the money for having the permit should go to the permit holder.
I am thinking the money for commercial harvest could be shared with those that participated in the harvest (crew) but I am sure could be interpreted in many ways.
I am planning to share both the money for commercial harvest and for quantity of Chinook commercially harvested with crew based on their % in the crew contract.
I am wondering what others are thinking? Did ATA discuss crew benefits?

I pondered this. The money is supposed to mitigate the loss of the kings for the ten year duration affected by the salmon treaty. It certainly is not appropiate to pay the 2009 crew because they were not adversely affected by the new treaty. I though about giving my 2010 crew their crew share of 10% of the final check. I could them give each subsequent crew for the next nine years their crew share of 1/10th of the check. I then realized I should just buy the crew dinner out and a beer each and every year. This would simplify the math. They crew would probably come out ahead on this deal.

Good points, I can see there will be a diversity of good opinions on this.
I still think a % to crew for a payment based on for the quantity of Chinook Salmon Commercially harvested in 2009 would be a reasonable interpretation. But then my crew was my wife and son so perhaps my view is colored by nepotism.
Of course your further point about the total value of any reasonable crew percentage of what most of the checks will be is well taken.

Just a heads up.....If the Info on your application Is correct ...do not sign In the space provided Inside the blue framed boxes ...unless the Information In It has errors. I almost did..dummy me. Til' I read the fine print & Instructions. Only box needs signed Is the last one on the second page. (signature, date & SS) Anyway, thought I'd passIt on.....
