Trying get my hands on a S.E. hand troll permit for the 2013 season. I'm new to trolling, just got the REBA H in Port Townsend, WA. This is my first year and i don't have the start up capital to buy a permit out-right, I do have money to offer though. I am interested in doing an EMT this season with the hopes of paying it off by the end of season. I am open to suggestions and any help in pointing me in the right direction.
